I think the default title is 'Junior member'. Mal can update this for any user. As far as I'm aware, there is no automatic "levelling-up" system, unless you count flattery, bribery or corruption.

Normally the memberlevel (or ranking) is connected to number of posts made by the member
Yes there is an automatic tier system in place.
It goes something like this:
Newbie Member 0
Junior Member 2
Valued Member 30
Senior Member 100
"secret for now" 500
"secret for now" 1000

I think I preferred the flattery and bribery idea best.
