Default Sofware for simple ("South Park style") animation

A client with a very low budget wants me to make a 20 second ad with cut-out technique, á la South Park.

I'm prepared to do it like they did it originally, i.e. true cut-out & real photography, but is there any software (cheap or free, remember: low budget...) suitable for this?

    Low learning curve preferred...

Anime Studio debut isn't bad for the price (about $50 US), is available for both Windows and Mac and offers a free trial before buying.

Edit: looked at a demo - it's actually too complicated for this job, in fact, I think I'll just do it in Photoshop...

Example, all composited in PS. http://www.saunalahti.fi/nerinyff/an...c/bioluvil.mov
