competition question

Hello in about a week i will be competing in the v48 hour furious film making competition in new zealand.

In past years the hand in format was mini dv tape but this year they have changed it to mp4/usb only.

they have given the specs for the hand in file format and they are.

•Video Codec: h.264
•Audio Codec: AAC-LC
•File extension: mp4 or mov
•Framerate: 25fps
•Resolution: 1024 x 576 (SD), 1280 x 720 (HD), 1920 x 1080 (HD)
•Aspect Ratio: 16:9
•Pixel Aspect Ratio: 1.0 (Square Pixels)
•Field Order: Progressive playback only
•Video Format: 'PAL' (for those shooting on analog or webcam systems your entry must be output at 25fps (frames per second), and be set in a 16:9 frame.
•Video Bitrate: Variable bit rate encoding no higher than 10 megabits per second. We recommend the following bitrates for highest quality at the following frame sizes:
◦1024 x 576: 3 megabits per second (i.e 3mb/s or 3000 kb/s)
◦1280 x 720: 6 megabits per second (i.e 6mb/s or 6000 kb/s)
◦1920 x 1080: 8 megabits per second (i.e 8mb/s or 8000 kb/s)
•Audio Bitrate: 192 kilobits per second (i.e 192 kb/s)
•Audio Sample Rate: 48kHz (ie - 48,000 Hz)

I will be editing in sony vegas pro 9 and although i can replicate most of this i am a little unsure on a few bits, especially in relation to the video bit rates.

now do i choose the constant bit rate option or the variable bit rate option and if i use the the variable option there are two spaces to fill in (maximum and average) do i just fill them both in with the same number ?

also right now in my settings the sums are listed as 8,000,000 bps, does that translate to 8000kbs / 8mbs ???

and finally there are a few boxes that need or need not to be checked-

allow source to adjust frame rate and size.
use deblocking filter.

I know there is a lot there but it would horrible to get disqualified for handing in the wrong type of format so any help with this would be greatly appreciated

All I can do without having an advanced understanding of all that gobbledygook is to offer my general rule: Leave it on presets. That's what I do. And they will work for 80-90% of users.

If you feel you need to tweak more or less than you can go back later and add or subtract whatever parameters to suit your taste/needs. I know...it's not what you need, but it's all I got.

Yes.

If they ask for a specific bit rate, then you should export your project with a constant bit rate. The 8000 is pretty much a good standard.
