Default CS4 Stuttered footage after export.. HELP?!

I'm running out of ideas here, I've done a ton of searching and experimenting. I have footage shot in HDV24F with TV 1/48 on the HV40. I use CS4 Premiere Pro with the HDV108024p preset. The footage plays smooth in the editor. I export using H.264, 108024p High Quality and when that plays, the footage is very stuttered and quality looks horrible. Am I using the wrong Preset or Export settings. I did find when I change fields to Lower or Upper it fixes it a bit. But I thought the HDV24F was progressive footage? Any help is appreciated.

1080/24p in h.264 is WAY more CPU-demanding than HDV mpeg2. They are different formats, with different decoding needs. It's also important which media player you're using to decode it. For example, if you use MPC with the CoreAVC decoder and an nVidia CPU it's going to fly. While if you're going to use Quicktime, chances are, it's going to stutter.
