Can't Get Avatar to Load

I've uploaded an avatar under the User CP and it shows up there - it's the right size and file type and meets the requirements. I uploaded it two days ago and it still hasn't gone into effect?

I checked. Not sure why it's not displaying. Maybe try JPG or GIF instead of PNG. Not sure...

Okay, uploaded JPEG and it's still not working...not sure why. I may just host it off my site since you can do that instead.

I haven't upload avatar option at all. I see only "don't use avatar" checkbox. And it's active. How to change avatar?
