NTSC HV30 fps issues

I cant find the answer for this in the search, I might have been searching the wrong things. Sorry if it has cropped up a numerous amount of times, I'm bad at searching

If I was to get a HV30 to use only on the internet, would it matter whether it was NTSC or PAL? What about converting from NTSC to PAL if required? Would software such as Final Cut, Premier, Sorenson etc be able to do that?

Where do you live? If you live in PAL world, I wouldn't buy an NTSC cam and vice versa. For the internet it doesn't matter much if you have 25 or 30p.
