Its been a while for me with Premiere, but you can do it by setting a keyframe at the starting point of the zoom, scaling the image, and setting another keyframe at the end of the zoom.

Make sure your clip is selected and go to the start of the zoom
    Go to Effects Controls
    Open up "Motion"
Click on the stopwatch next to "Scale" (this will set a keyframe)
Go to the end of the zoom
Scale the image to the desired size that you want for the "zoomed' image
Set a keyframe (using the keyframe button at the beginning of the video track)
The farther apart that you set the keyframes, the slower your zoom will be.
Don't follow your heart, lead it.....

DaFireMedic has it right. I use Vegas and for the difference of a few terms that is exactly what I would do. Zoom or 'move' the footage just like you would when adding some movement to an image in a slideshow.
