exporting with premiere.....

have a question...i figured out how to export using premiere and getting HD quality video. But adding filters and exporting 720p creates a very large file. And if i want to add it to youtube i have to keep the file below 1gb and under 2 mins. So my question is how can i export keeping the highest quality possible while still adding filters etc...and still able to keep it under 1gb whlile haveing a longer video past 2 mins?

Apply filter doesn't change the final export video size. It's the data rate that control the final file size.

off the top of my memory, i think its... h.264 bluray codec. 1280 x 720. 5000kpbs.
