I've been using the Vegas 7 + DVD PLAT trial and am pretty pleased with the software. I'll be purchasing it soon.

However, I have some .wmv files I've captured over the past year or so using Windows Movie Maker. What I'm trying to do is pull out clips from these .wmv files to make shorter videos. Everything works fine but the render produced by Vegas has a black border around the entire frame. The original .wmv simply fills the frame with the actual footage.

I have the project properties set to "NTSC Standard" and am rendering the clip as .wmv using the "3 Mbps Video" template.

Basically, I'd prefer the video that Vegas renders to be just like the source .wmv .. that is where the video fills the frame, rather than having a black border all the way around the frame.

Any ideas how I can get rid of the border?

Sounds like a simple settings issue.
Make sure you have all the correct boxes checked (or not). Maybe like the STRETCH VIDEO TO OUTPUT FRAME SIZE in the render dialogue. or something like that.
