Ok, I am really getting pissed.
Final Cut Express
I have tried:
File> Export> Using QT Conversion>
Format is QuickTime Movie
LAN Intranet (i want the least compression)
Compression H.264
Quality High
Key Frame Rate 24
Encoding Mode multi-pass
Dimensions 1920x1080
Prepare for Internet Streaming - Fast Start
And it comes out looking choppy and sloppy. I am doing it once more this way, to make sure that is how I did it last time.

Well, if your PC is not REALLY fast then there's no way you will be able to playback 1080p in real time. 1920x1080p requires A LOT of CPU power.
Also, change the "quality" from "high" to bitrate and give it a 10mbps bitrate and see if this eases out Quicktime when trying to decode it.

I think my 4mo old Mac Book Pro laptop can handle it. I even got the HD monitor that came with it. I have played downloaded HD content on it before and if I have to, I can plug it into an HD tv - should still work.

I have what looks like lines going through the movie, maybe interlacing? Not sure how to fix this.
Any suggestions?
Also, I have seen a link for "the best way to format your film for Vimeo"

Ah, yes, that is interlacing. You must de-interlace. Follow the first method of the tutorial here, but change the resolution to 1920x1080 and the bitrate to 10 mbps instead of 5. Everything else is the same: http://eugenia.gnomefiles.org/2007/12/08/exporting-with-quicktime-in-720p/
