JTAG is a standard for digital test ports. JTAG is supposed to make implementing and using the test ports easier by encouraging engineers to stick to a standard.
A lot of digital hardware has some sort of test port used by technicians (and engineers during the prototype stage) to do scans of the hardware or upload firmware.

why is a JTAG port relevant? For people with the right skills it is the gateway to hacking a devices hardware and software. A lot can be learned though a JTAG port if one knows how to use it.
