British Billion = 1 million millions (12 zeros); US billion = 1 thousand millions.

Listen to any Chancellor of the Exchequer, and they avoid using the term 'billion' but will instead say "10 million millions extra spent/raised/squandered..."

Here is the answer from Ask Oxford (http://www.askoxford.com/asktheexperts/faq/aboutwords/billion?view=uk).

So if a Brit and an American were doing a 'Billion dollar deal' they could each be talking about quite different figures by a factor of thousands of millions!?

They could, but most people use billion to mean one thousand million.

I am not one of those "most people".
