I'm pretty sure it's a cop movie and this is some sort of 60's dreamlike scene...

That was a complete guess, I haven't seen the FULL movie (believe it or not) But seeing those detective magazines, i feel like i remember that whole voiceover thing, and it reminded me of the period.

Ill put some up tonight
PS- I think the "Mad Killer Dog" thing subconsciously gave it away to me too
