Video has a little break or interlacing?

Just got my HV30 the other day and I've uploaded to my comp with Elements 7.

On faster parts in the video, I get a little break or interlacing (not sure how to call this). Is this normal?

shooting at 1080i 30fps.

what am I suppose to search if I don't know what it's called.

It looks like I get it on slow motion as well.
