I just captured video from my HV20 with HDVSplit. When i hover over the icon it does say that it is 16MB (i only captured about 7 seconds) so im pretty sure that the video is there. Howver, i can't play these files. Is there a program (preferably free) that converts them so i can edit them in Premiere Elements 4?

Elements 4 does edit m2t. If yours doesn't, then you are possibly using a pirated version.

The trial version of Premiere does not have mpeg2 support, on purpose.

Adobe licensed the MPEG encoder/decoder from MainConcept. Because of that, the trial version do not include the MPEG module.
