Bad exporting!

as seen above my footage (captured with HDVSPLIT and filmed with the HV30) becomes more blurry and texture seems to look different

any suggestions to fix the problem
(I export using premiere pro cs3)

Sequence 02 is the compressed video?

It looks like deinterlacing artifacts, but we need to know more about your recording settings and your exporting settings. NTSC or PAL? Progressive/Interlaced? If you recorded 24p, did you remove the pulldown?

quick n00blet question: what happens if you DON'T remove pulldown from 24fps footage? what effect does that have on the footage? it's not true 24fps then, right?
