Would shooting in a high shutter speed provide smoother slow motion?

It will depend on how the editing application renders the slow motion. Sony Vegas, for instance, automatically "smart resamples" intermediate frames which helps create smoother slow motion. Premiere Pro 2 and earlier does not - it simply (as I understand it) repeats frames, so After Effects is required to create the smoother motion. However, I believe Premiere Pro CS3 creates slow motion in a similar way to Vegas.
[Magix Move Edit Pro repeats frames, and completely buggers the interlace order, so the slow motion is unwatchable (unless you render the final video as progressive).]

it would be better because it'll be less motion blur in the original footage.
