I'd like to film to people chasing each other on foot (running), and I would be following them on foot, on rollerblades and on bicycle. What would be the cheapest method to do all of those? I need something that wouldn't cost me too much because I am on a tight budget. Thanks!

The cheapest steadycam you can get is $350. If that's too expensive, you can always buy a monopod, which they usually cost $40. The monopod won't give you the stability of a steadycam, but it's a hell better than hand-held.

Or use a tripod on wheels.

i havent actually used it, but ive heard good things about it.I use it and with all stedicams it takes a little bit of getting used to. Not anything near the quality of the merlin or anything but better than a monopod.

I have no skills of DIY, so I personally could never put a steadycam together, even putting together a commercial one is difficult. But that tripod with the wheels I like. :)

I have a pet project that's gonna blow your lens cap off jour HV20.It's a poormans steadycam and a camera krane in one!!!U use the steadycam on it's own,but connect it to the one end of the krane to use it as a krane. And jes I will post some pic's of it soon.

tripod on wheels or the dolly would be a waste of time. Those things have no suspension and plastic wheels so they shake and vibrate like hell. Also the wheels go off in any direction.
not worth it. There for studio use on flat smooth floors

Using a Car is an option as well as your bike. You can build a $14 steadycam.. Just search google for it.
