There is a concensus that 1/48 is best for general 24P shooting but how about shutter speed for standard HDV 1080 60i? And perhaps why?

Maybe 1/60?

1/60th is "standard" when shooting 60i, just as 1/48th is "standard" when shooting 24p. Given the faster frame rate, you can generally shoot faster shutter speeds in 60i before things start to look "wierd" -- many news shooters will use 1/250th or even faster outdoors so they can open the iris for a shallower depth of field. Do the same in 24p and you get the Saving Private Ryan/Gladiator effect.
