I've taken delivery of my HV20, now I need a PC laptop to edit the HD footage.

Can you tell me what spec I should be getting?

yeah, that's an easy one ! : none.

Get a lower-end macbook-pro, an e-sata expresscard adapter and an external e-sata hardrive.
Load it with final cut software and you're set with the most rock-solid laptop editing solution avail as of now.

Plus you don't have to deal with windows hassle (unless you really want to and also install windows on the mac...)

2gig main memory
2meg hertz+ dual core
2 internal drives if possible
or 1 internal & one 500gig external
built in firewire port
3 or more USB ports
install apps on internal and capture & edit on 2nd internal or external
as good of graphics as possible (the more memroy the better)
combo cd/dvd burner
15"+ LCD size

anyone else?

What is the minimum ram I should be looking at for a video card? I'm always a bit confused by them and what the specs mean.

I think you're putting the cart before the horse: settle on your software first; the recommendations for hardware will probably be different depending on which NLE you choose.
